Training and Exercises
The Pegasus team has an extensive background designing and leading Public Safety and Security exercises. The Pegasus team can design and/or participate in Test Events, Rehearsals and Table Top Exercises, and provide feedback for refinement of operations. The Pegasus team also assists with the delivery of training, providing real life examples and insights in to events and the roles required.

Event Threat Management
The Pegasus team can provide a turnkey solution for all of your event threat management needs. This includes pre-event planning, exercises, and training, during-event safety and security management, communications, and emergency operations functions, as well as post-event debriefs, after action reviews and documentation. Pegasus also has the capability to provide owner representation for the event, representing you (county, city, business, etc.) to all event stakeholders.

COVID-19 Response Operations
The Pegasus team can provide a wide variety of COVID-19 response services for your business, event, or community. These services include PCR testing, rapid antigen testing, antibody testing, K9 screening, and vaccinations. The Pegasus team can also advise on technical guidance as it relates to re-openings and hosting large events during the time of COVID-19.

Strategic, Emergency, Continuity Planning
Beginning with a risk assessment process and a wide-ranging analysis of an organization’s emergency management capabilities, we develop and implement strategies designed to capitalize on strengths and available resources. Using a comprehensive emergency management philosophy encompassing mitigation, preparedness, response, and recovery, we create formal emergency operations plans that incorporate best practices, meet or exceed regulatory and oversight requirements, and are user-friendly and effective when implemented for actual events.

Communications and Emergency Operations Centers
Operations Centers are the nerve center for emergency management and security programs enabling situation assessment and incident management. The Pegasus team excels at developing requirements, equipping facilities, qualifying staff, and providing staffing solutions. We have experience with the design, implementation, installation and management of EOCs, DOCs, TOCs, and SOCs. Pegasus can also provide communications capabilities by setting up a network of two-way radios.

We prepare organizations for the evolving risk environment through capability and capacity development prior to the emergency and provide seasoned professionals to support clients during their worst days. Pegasus can quickly deploy Incident Management Teams (IMTs) of seasoned response professionals from a cross section of disciplines including Emergency Management, EMS, Fire, Law Enforcement, Public Health and Public Works.

Our Team
Joseph Barasoain
Founder & Chief Executive Officer
Joseph Barasoain is the Founder and Chief Executive Officer of Pegasus Solutions Group, bringing over 30 years of expertise in public safety, emergency services, and emergency management. His career spans three states and includes leadership roles such as Police Captain, Chief of Operations, Emergency Manager, and Law Enforcement Training Instructor. Most recently, he served as Director of Emergency Services for Fulton County, Georgia.
Joe is a graduate of the University of Georgia’s Carl Vinson Institute Executive Leadership Program and the University of Richmond’s Professional Executive Leadership School. He also holds a Master’s degree in Management from St. Thomas University and is an APCO Registered Public Safety Leader.
In 2016, Joe founded Pegasus Solutions Group to help organizations navigate today’s complex and evolving risk landscape. His mission is to support clients in managing emergency operations, communications, incident response, and safety/security while effectively engaging diverse stakeholders across sectors.
Jose Marti
Chief Operating Officer
Jose Marti is the Chief Operating Officer of Pegasus Solutions Group and a retired Fire Rescue Division Chief from South Florida, with over 30 years of experience in fire and emergency medical services. Throughout his career, he has held key leadership roles and has been instrumental in advancing training and educational programs, including with Resolve Maritime Academy and Fortis College in Miami.
Jose holds a Master’s degree in Executive Management and a Bachelor’s degree in Organizational Leadership from St. Thomas University, along with an Associate degree in Fire Science from Miami Dade College. He is also a graduate of the prestigious Executive Fire Officers Program at the National Fire Academy.
He has led multiple state strike team deployments and served in various capacities with FEMA’s Urban Search and Rescue FL-TF2. His ongoing work supports the fire rescue profession through agency assessments, EMS system reform, billing optimization, training program development, recruitment and retention strategies, and interest-based bargaining.
During the COVID-19 pandemic, Jose played a pivotal role with CORE (Community Organized Relief Efforts), coordinating fixed and mobile testing and vaccination sites that helped thousands access critical health services.
